Who Can Enter Estonia:
Estonian citizens and residents and their family members. Estonian citizens and residents are admitted to the country regardless of whether they have any signs of illness or not;
Citizens and residents of the European Union, the Schengen States, the United Kingdom of Great Britain and Northern Ireland, Andorra, Monaco, San Marino and the Vatican City, and long-stay visa holders and members of their families, if they show no signs of illness;
Vaccinated and disease-free third-country nationals for any purpose;
Unvaccinated third-country nationals coming to Estonia to work, study, family or on a special permit if they provide evidence of a negative result to a coronavirus PCR test carried out no more than 72 hours before entering Estonia or a rapid antigen rapid test 48 hours previously;Â
Unvaccinated third-country nationals who pass through the territory of Estonia immediately to reach their country of residence;
There are also other exceptions according to which, for example, carriers of goods and raw materials, people involved in the international transport of goods and passengers, people involved in the technological work of an Estonian company, health care providers, diplomats, people arriving within the framework of international military co-operation and people with special entry permits may enter the country.Â
If you arrive in Estonia, it may be necessary to remain in solitary confinement for ten days. Regardless of the country of origin, people with signs of illness must remain in isolation.Â
Restrictions do not apply (regardless of the country from which you come to Estonia)
For people who have had COVID-19 and no more than 180 days have passed since the positive test result or confirmation of the diagnosis.
For people who have been completely vaccinated against COVID-19 and not more than one year has passed since the end of the course.Â
Minors traveling with a parent / guardian if the parent / guardian is not subject to restrictions on freedom of movement. Children under the age of 12 do not have to test themselves when arriving in Estonia.
For people who pass through the territory of the Republic of Estonia immediately (transit).
Employees of a diplomatic mission or consular post of a foreign state or the Republic of Estonia and their family members;Â Holders of diplomatic passports of the Republic of Estonia;Â people arriving in the framework of international military cooperation;Â members of a foreign delegation who arrive in Estonia at the invitation of state or local government authorities to perform their duties.
For people who are directly involved in the transport of goods and raw materials, including the loading of goods or raw materials, and arrive in Estonia to perform work duties.
For people who arrive directly to provide a passenger transport service and serve travel groups whose purpose is to ensure the functioning of a vital service.
Persons arriving in Estonia for tourism purposes for up to 24 hours who are allowed to enter Estonia if they provide proof of a negative result of a coronavirus PCR test performed by a healthcare provider no later than 72 hours before entering Estonia or a rapid antigen test performed 48 hours previously.
For those traveling to Estonia for work– providers of healthcare or other emergency services;
– personnel directly involved in the international carriage of goods and passengers, including a member of the crew or crew serving an international means of transport and a person carrying out repair, warranty or maintenance work on the means of transport.
Fully Vaccinated is considered according to the manufacturer’s instructions
- For Pfizer / BioNTech Comirnaty, 7 calendar days after the second dose of the vaccine
- For AstraZeneca Vaxzevria, 15 calendar days after the second dose
- For the modern COVID-19 vaccine, 14 calendar days after the second dose
- For Janssen COVID-19, 14 calendar days after a single dose of vaccine.
For other COVID-19 vaccines, the manufacturer’s instructions for maximum protection should be followed (eg 21 days after the second dose of Sputnik V).
