Effective 7 September, all fully vaccinated foreign nationals are eligible to enter Canada by air for discretionary travel, as long as all other entry requirements are met. All the information on ArriveCan app must be completed prior to boarding a flight to Canada and the receipt must be presented at check‑in

Pre‑departure testing is still required for fully vaccinated travellers.
Passengers are considered fully vaccinated if they meet the below conditions:
have received the full series of an accepted COVID‑19 vaccine or a combination of accepted vaccines
have received the last required dose at least 14 days prior to entering Canada

All passengers may be subject to COVID‑19 safety measures implemented by the local authority of their destination or by the federal government. Passengers may be fined if they provide confirmation that they know to be false or misleading.
All passengers may be required to present a suitable quarantine plan or their contact information and maybe fined for not doing so.Â
Passengers are to present information related to their COVID‑19 vaccination and evidence of COVID‑19 vaccination at check‑in or on arrival in Canada. Passengers may be denied permission to board the aircraft and may be liable to a fine if they don’t do so.
Passengers may be denied permission to board the aircraft if:
they present a fever and a cough or a fever and breathing difficulties, unless they provide a medical certificate certifying that their symptoms are not related to COVID‑19
they have or suspect they have COVID‑19
they have been denied permission to board an aircraft in the previous 14 days for a medical reason related to COVID‑19; or
in the case of a flight departing from Canada, they are the subject of a mandatory quarantine order as a result of recent travel or as a result of a local or provincial public health orderÂ
Passengers may be liable to a monetary penalty if they provide answers, with respect to the health check or confirmation, that they know to be false or misleading.
COVID‑19 testing requirements
All international passengers from the age of 5 years and above, including fully vaccinated passengers, who are travelling to Canada are required to complete a COVID‑19 PCR test 72 hours prior to the scheduled departure to Canada.
If you are not fully vaccinated, you are required to take an on‑arrival COVID‑19 molecular test at the airport, unless you are exempted. Passengers are strongly advised to pre‑register here for testing before arrival. You must then go directly to your place of quarantine to await the test results, and also complete a test on day 8 of your quarantine.
Passengers may be denied permission to board the aircraft if they are unable to provide evidence that they received a result for a COVID‑19 molecular test.
The 72 hour timeline is from the date the test is taken, and not when the result is issued.
The 72 hour timeline is applicable from the departure to Canada and not the first point of departure.
Passengers who have previously tested positive for COVID‑19 are required to provide proof of a positive COVID‑19 molecular test conducted between 14 and 180 days prior to departure, instead of a negative COVID‑19 molecular test. A positive COVID‑19 test issued within 14 days and 180 days of departure from India will not be accepted.
Restrictions for passengers travelling from India
The Government of Canada has placed restrictions on connecting flights (via flights) from India to Canada until further notice.
During that period, passengers who are not travelling on direct flights from India to Canada must take a COVID‑19 PCR test in any country out of India. The test does not have to be taken in the country of final departure.
Forms required for travel
All travellers must submit their information to ArriveCAN within 72 hours before arrival in Canada, including their contact information, quarantine plan, vaccination information and a COVID‑19 symptom self‑assessment.

Please note that foreign nationals seeking to board a flight to Canada who is fully vaccinated but show an ArriveCAN receipt without an “I” or “V” should resubmit their ArriveCAN submission with two images of their vaccination certificate/record and select “discretionary/optional travel by fully vaccinated foreign national(s)” as the purpose of travel.
