Singapore to resume building a fifth terminal at its Changi Airport

Singapore, Dec. 22: The Civil Aviation Authority of Singapore (CAAS) take proactive and preemptive steps to manage the inflow of Vaccinated Travel Lane (VTL) travellers and mitigate the risk to the Singapore community.

With effect from 22 December 2021, 2359 hours (Singapore time), there will be no new ticket sales on designated VTL flights for entry into Singapore from all VTL countries until 20 January 2022, 2359 hours (Singapore time). For entry into Singapore on designated VTL flights from 21 January 2022, CAAS will cap the total ticket sales at 50% of the allocated quota.

Under the VTL, fully vaccinated travellers from VTL countries, who travel on designated VTL flights may enter Singapore without quarantine and just need to undergo COVID-19 testing. Short-term visitors (STVs) and long-term pass holders (LTPHs) will also need to apply for a Vaccinated Travel Pass (VTP) to enter Singapore.

Fully vaccinated Singapore Citizens and Permanent Residents (SCPRs) and children aged 12 years and below in the calendar year do not need to apply for a VTP to enter Singapore.

SCPRs who hold flight tickets on designated VTL flights and meet all other conditions for travel under the VTL will not be affected and may continue to enter Singapore under the VTL. Those who do not will be subject to prevailing border health measures, including quarantine requirements.

LTPHs and STVs may also continue to travel to Singapore quarantine-free under the VTL if they hold both valid VTPs and tickets on designated VTL flights, and meet all other conditions for travel under the VTL. Those who do not may be denied entry into Singapore.

All VTL travellers must strictly adhere to the enhanced testing regime upon arrival in Singapore. VTL travellers are required to undergo an on-arrival test and test themselves daily using self-administered antigen rapid tests (ARTs). On Days 2, 4, 5 and 6, travellers are required to submit the results of their self-administered ART online using a link that will be sent to them via their declared contact details after arrival in Singapore. On Days 3 and 7, the tests must be done under supervision at a Combined Test Centre (CTC) or Quick Test Centre (QTC).

Except on Days 3 and 7 whereby travellers are to undergo their supervised test at a CTC or QTC before going about any other activities on that day. Travellers must take their ARTs and submit their self-administered ART results as necessary in a timely manner. Travellers who do not undergo the required tests and/or submit their results will be issued a Stay-Order/Stay-Home Notice (SHN), and will also face enforcement actions under the Infectious Diseases Act.
