VTL Eligibility Criteria and Health Measures

For customers who wish to travel to Singapore via the VTL, they must take designated VTL flights and meet all other eligibility requirements to enter Singapore quarantine-free. Customers who fly on non-VTL flights will be subject to prevailing quarantine restrictions in Singapore. For travel from all other VTL countries into Singapore, the entry requirements include:

Travel history: No travel history outside of Singapore, any of the VTL countries, or Category I country/region in the past 14 days. Travel to multiple VTL countries in the itinerary is allowed. Please note that transit countries are considered part of your travel history. For example, if a traveller flies from Singapore to Los Angeles (the United States is a VTL country) via Tokyo (Tokyo is not a VTL or Category I country), and your stay in Los Angeles is less than 14 days, you will not be eligible for the VTL flight from Los Angeles to Singapore.

Vaccination status: Being fully vaccinated against Covid-19 with any vaccine in the World Health Organisation Emergency Use List. The final dose must be completed at least 14 days prior to arrival in Singapore. Children aged 12 and below, who are ineligible for the Covid-19 vaccination, may travel on VTL flights into Singapore if they are accompanied by an eligible vaccinated individual. Customers are advised to check on the prevailing entry requirements imposed by the countries they are travelling to, including any restrictions on the age of travellers and vaccination status, before booking their flights.

Vaccination certificate: Providing a vaccination certificate in English issued by Singapore or the VTL country.

Testing Exemption – With effect from 23 January 2022, 2359hrs (SGT), VTL travellers who recently recovered from Covid-19 (I.e. within 90 days of their last infection) are exempted from all Covid-19 testing requirements listed below if they provide appropriate documentary proof of their recovery.

Pre-departure Covid-19 test: Taking a pre-departure Covid-19 Polymerase Chain Reaction (PCR) test or professionally administered Antigen Rapid Test (ART) within two days before flight departure, and receiving a negative result. Please note that self-administered tests cannot be accepted.

On-arrival Covid-19 test: For VTL travellers entering Singapore, they are also required to register and make payment for an on-arrival PCR test at Changi Airport before their trip.

Post-arrival Covid-19 tests*: All VTL travellers arriving in Singapore are required to undergo supervised self-administered Antigen Rapid Tests at a Combined Test Centre or Quick Test Centre on Day 3 and Day 7 of their arrival. Travellers will receive a link via their contact details to book these tests.

For Days 2, 4, 5 and 6 post-arrival, travellers are required to self-administer the ART at their place of accommodation and submit their test results via a link sent to them after their arrival in Singapore.

During this seven-day period, other than on days when they go out for their supervised tests, travellers must test negative on their self-administered ART before going out for activities on that day.

*VTL travellers entering Singapore after 23 January 2022, 2359hrs (Singapore time) are no longer required to undergo supervised self-administered ART on Day 3 and 7. Instead, they will only be required to take unsupervised self-administered ARTs from Days 2 to 7 post-arrival if they wish to leave their place of residence or accommodation. Travellers do not need to submit their ART results but must test negative before going out.

Travel insurance: All short-term visitors must also purchase travel insurance, with a minimum coverage of S$30,000 against Covid-19-related medical charges, prior to travel to Singapore.

Vaccinated Travel Pass (if not a Singapore Citizen or Permanent Resident): Short-term visitors and Long-Term Pass holders must apply for a Vaccinated Travel Pass (VTP) between three and 60 days prior to their intended date of entry into Singapore. Singapore citizens and permanent residents are not required to apply for a VTP, but must show their vaccination status on the HealthHub app, or present proof of vaccination at check-in. Children aged 12 and below are also not required to apply for the VTP.

Short-term visitors who require a visa for travel to Singapore must separately obtain a visa. They are advised to do so after receiving their VTP approval and before departure.

All visitors must use the TraceTogether app in Singapore to facilitate contact tracing.

Note: With the exception of Malaysia, customers may travel from Singapore to VTL destinations on any SIA or Scoot flight, but must ensure that they meet the requirements to enter these countries. They are advised to regularly check the official websites of their destination countries for their latest entry requirements before their flights.
