Procedure of Applying French Health Passport for non-EU tourists

Paris: In France, the COVID certificate is issued to people who have tested negative or who have been fully vaccinated with one of the vaccines recognized by the European Medicines Agency or one of the equivalents to these vaccines.

In order to facilitate the stay of non-EU tourists in France, the Ministry for Europe and Foreign Affairs has set up a specific mechanism for issuing a COVID vaccine certificate of equivalence, which is valid on French territory.

Initially, this system is only open to non-EU tourists who are already in France or who will arrive on or before 15 August. Requests concerning subsequent arrivals will be processed at a later date.

Who can apply for a COVID certificate?

People who have been vaccinated in one of the following countries: European Union Member States, Andorra, Iceland, Liechtenstein, Monaco, Norway, Switzerland, United Kingdom (England and Wales only), Travellers who already have an EU Digital COVID Certificate, which is accepted in France, and then they do not need a separate COVID certificate.

Travellers can apply for a COVID vaccine certificate of equivalence if they meet the following conditions:

A) They are from a country that is not a member of the European Union;

B) They are aged 18 or over (until 30 September 2021, the COVID certificate is not required for minors aged 12 to 17
years and minors aged under 12 years old are not subject to COVID certificate requirements);

C) They have been vaccinated with a vaccine that is accepted by the European Medicines Agency or an
equivalent for over
1) 4 weeks if they received a one-dose injection (Johnson&Johnson);
2) 7 days after the second injection for two-dose vaccines (Pfizer, Moderna, AstraZeneca);
3) 7 days after the injection if they are recovered from COVID-19 (in this case, only one dose is necessary);

D) They are already in France or the European Union or intend to go there within the coming days.

Procedure to apply?

Prepare the following documents, only in electronic format:

  1. Application form
  2. vaccination certificate,
  3. passport;
  4. travel ticket (return ticket).

Applications received through other means will not be processed.
